1.

APPOINTMENTS

a. Economic Development Advisory Commission Partial Term Appointment

The Economic Development Advisory Commission currently has one vacancy due to the resignation of Commissioner Ben LaParne. This is a partial-term appointment with a term starting July 2026 and ending December 31, 2028. Staff has received eleven City resident applications from the following interested individuals: Carl Stuart, Cathy Gates, Christopher Akers, Vicki Zumwalt, Christopher Cranny, John Molitor, John Bennett, Daniel Christian, Calvin Brostrom, Douglas Baack, and Darren Rasmussen. Staff has received three County resident applications from the following interested individuals: Jeremy Brunk, Marianne Salem, and Jon Berger. The code allows for two non-residents on the Commission, and there is currently only one non-resident. Residency and voter registration have been confirmed. Council discretion.

Per A.R.S. 38-431.03(A)1 the City Council may enter into an Executive Session to review the Commission applications.

2.

CALL TO THE PUBLIC - COMMENTS FROM THE PUBLIC

Those wishing to address the Council should fill out request forms in advance. Comments from the Public will be restricted to items not on the agenda with the exception of those on the Consent Agenda. There will be no comments allowed that advertise for a particular person or group. Comments should be limited to no longer than 3 minutes. The Council may not respond to speakers during the call to the public. The Council may direct the City Manager to study the matter or request that the matter be placed on a future agenda.

3.

CONSENT AGENDA

All matters listed here are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items. If discussion is desired, that item will be removed from the CONSENT AGENDA and will be considered separately.

a. Approval of the Regular Meeting Minutes of June 16, 2026

b. Approval of the Special Meeting Minutes of June 23, 2026

c. Approval of a Series No. 12 Liquor License Application for Kingman Craft House

Applicant Courtney L. Martin has applied for a Series No. 12- Restaurant Liquor License for a business located at 2215 Hualapai Mountain Rd. Staff recommends approval.

d. Authorization to Execute a Five (5) Year Contract with CSG Forte Payments for Merchant Card Processing Services

The existing contract for merchant card processing services for the Interactive Voice Response (IVR) phone payment system and the Parks and Recreation CivicPlus software system is expiring and staff has completed the formal bidding processes to procure these services. Six (6) responses were received and the evaluation committee scored these responses. The top response scored was submitted by CSG Forte Payments. Staff is bringing the five (5) year agreement to Council for review and seeking approval to execute the agreement. Staff recommends approval.

e. Approval of Amendment to the Air'Zona Aircraft Services Inc. Lease

Air'Zona Aircraft Solutions Inc., the Fixed Base Operator (FBO) at Kingman Municipal Airport, assumed the lease in 2021. The original lease dated February 11, 1980, has a section of apron used for aircraft parking that is exclusive to the FBO. This exclusive use prevents any Federal or State funding from being applied to this location for rehabilitation, reconstruction, or preventative maintenance. By striking "exclusive" from Section 3 of the original lease, staff may pursue federal and state funding opportunities to rehab the transient apron in its entirety.  Staff recommends approval.

f. Approval of Resolution No. 5629- Intergovernmental Agreement between Northern Arizona Fire District and the City of Kingman for the Maintenance of Fire Hydrants

This IGA is for continued maintenance and repair of existing fire hydrants within the boundaries of the District NAFD  that were installed by and are owned by the City for a total of 701 hydrants.  NAFD agrees to pay the City the sum of $31,659 for the first year and an adjusted amount for the second year. Staff recommends approval.

g. Approval of Amendment to Extend the Program Coordination Agreement with WAVE for the Fire Explorer Program

Western Arizona Vocational Education District ("WAVE")  and Kingman Fire Department entered into a Program Coordination Agreement dated July 1st, 2024 (the "Agreement"), under which the Department provides program coordination services for WAVE’s fire science and/or emergency services educational programs.  WAVE is requesting the extension of the term of the agreement for one year on the same terms and conditions. Staff recommends approval.

h. Approval of Resolution No. 5630- Accepting Public Utility Easements Associated with the Serena Grace Meadows Subdivision Tract 6006 and Adjacent Parcels

The final plat for the Serena Grace Meadows subdivision was approved in 2006. The approved plat shows 5-foot wide public utility easements across the frontage of all the lots in the subdivision. Angle Homes is granting an additional 3-foot wide public utility easement for each lot, resulting in a total easement width of 8 feet.  This will provide sufficient area for utilities to be installed.  Additionally, they are granting 8-foot wide utility easements for adjacent lots that are owned by Angle Homes, but not part of the original approved plat. Staff recommends approval.

i. Approval of Resolution No. 5623- Authorization to Submit an Application to Arizona's Department of Emergency and Military Affairs (DEMA) and Authorize the Mayor as the Applicant Authorized Representative

On June 22, 2026 the United States Department of Homeland Security issued a Notice of Funding Opportunity for their FY2026 Pre-Disaster Mitigation (PDM) Congressionally Directed Spending Grant Program which included $493,000 in grant funding for the City's Bull Mountain Channel Improvements project. Resolution No. 5623 is to approve the City’s submission of the FY2026 Pre-Disaster Mitigation (PDM) Congressionally Directed Spending Grant Program application to complete the Bull Mountain Channel Improvements and designate the Mayor as the Applicant Authorized Representative. Staff recommends approval.

j. Approval of Sun Belt Sports Park, J2 Design Contract Modification 1

With the Capital Improvement Plan Budget (CIP) adjustments, the City of Kingman is requesting J2 Engineering and Environmental Design, LLC complete the design for the drainage channel, the redesign allowing for additional parking, and the fill and grading design of the south area associated with the tie-in to Fire Station 25. The park's design is approved in the FY2026-27 Adopted Budget and 5-Year CIP. There will be a fiscal impact of $230,475 to the Capital Projects Fund. Staff recommends approval.

4.

Kimley Horn submitted a proposal in the amount of $99,775.00 to identify near-term, low-cost solutions to address safety and congestion. This project was approved in the FY2026-2027 Adopted Budget and 5-Year Capital Improvement Plan. Staff recommends approval.

b. Kingman Police Department Recruitment/Retention Strategy and Proposed Recruitment Incentives
